What We Are Fighting For in Carson City

NvRA monitors hundreds of bills each session, testifies at hearings, negotiates with lawmakers, and mobilizes operators to protect your business.

Protecting the Tip Credit

Nevada's tipped wage is $10.50/hr with health benefits or $12/hr minimum wage. NvRA opposes elimination of the tip credit. When California eliminated its tip credit, restaurants saw 15-25% menu price increases.

Current threat: Ballot initiative campaigns seeking to eliminate the tip credit. NvRA is working with the One Fair Wage opposition coalition.

NvRA Position: Defend the tip credit system that works for both employees and operators.

Opposing Mandatory Paid Sick Leave Expansion

Nevada already requires 0.01923 hours of paid leave per hour worked (approximately 40 hours per year). NvRA supports flexible leave policies but opposes one-size-fits-all mandates that ignore the realities of restaurant operations.

NvRA Position: Support flexible policies; oppose rigid expansions that do not account for industry-specific scheduling.

Fighting Unfair Liquor Regulations

Nevada has a complex alcohol regulatory environment. NvRA secured the AB375 win in the 2025 session and continues to monitor local ordinance implementation across jurisdictions.

NvRA Position: Ensure fair, consistent liquor regulations that allow restaurants to compete.

Defending Against Excessive Mandates

From predictive scheduling to mandatory rest breaks to plastic straw bans, new mandates are introduced every session. NvRA evaluates every proposal through an operator lens to determine its real-world impact.

NvRA Position: Oppose mandates that increase costs without proportionate benefit to workers or the public.

Supporting Pro-Growth Tax Policy

NvRA opposes gross receipts taxes, payroll taxes, and industry-specific fees that disproportionately burden restaurants. Nevada's restaurants already pay $5.7 billion in state and local taxes annually.

NvRA Position: Oppose new taxes and fees that target restaurants; support broad-based, fair tax policy.

What We Are Fighting For in Washington, D.C.

Credit Card Swipe Fee Reform

Swipe fees are the third-highest operating cost for restaurants. Visa and Mastercard control 80% of the market. The Credit Card Competition Act would require banks to offer at least one alternative payment network on every card. Nevada will join the state-level reform fight in the 2027 legislative session.

NvRA Position: Pass the Credit Card Competition Act and pursue state-level swipe fee reform.

Immigration Reform

Nevada's restaurant industry employs 231,000 workers and faces chronic labor shortages. NvRA supports a pathway for law-abiding workers already in the country and expansion of the H-2B visa program for seasonal workers.

NvRA Position: Support practical immigration reform that addresses restaurant workforce needs.

Defending the Federal Tip Credit

NvRA opposes proposals to eliminate the tip credit under the Fair Labor Standards Act (FLSA). We work with the Restaurant Law Center to protect this critical component of restaurant compensation.

NvRA Position: Defend the federal tip credit from elimination.

Regulatory Relief

NvRA fights federal regulatory overreach on joint employer standards, overtime thresholds, and OSHA heat rules. We support the Restaurant Law Center's litigation efforts to protect operators from burdensome federal mandates.

NvRA Position: Support regulatory relief and legal challenges to unfair federal mandates.

Our Advocacy Machine

In the Nevada Legislature

We monitor 500+ bills every session, testify at hearings, meet with legislators, negotiate amendments, build coalitions, and mobilize members when their voices are needed most.

In Local Government

We track city and county ordinances in Las Vegas, Reno, Henderson, Clark County, and Washoe County to ensure local regulations do not unfairly burden restaurant operators.

In Washington, D.C.

We partner with the National Restaurant Association, coordinate with Nevada's Congressional delegation, participate in the DC Fly-In, and support the Restaurant Law Center's legal efforts.
